Purpose

In accordance with the Winona City Code, the Board shall hear and decide appeals where it is alleged that there is an error, requirement, decision or determination made by an administrative officer in the enforcement of the zoning  ordinance.  Additionally, the Board is charged with hearing requests for variances from the literal provisions of the zoning ordinance in instances where their strict enforcement would cause undue hardship because of circumstances unique to the individual property under consideration, and to grant such variances when it is demonstrated that such action will be in keeping with the spirit and intent of the zoning ordinance.
