Purpose

The Merit Board is charged with administering the City of Winona Merit System in accordance with Minnesota Statutes governing civil service municipal merit systems. The Board regularly classifies positions, interviews prospective employment applicants, develops employment promotion and transfer eligibility lists and, on occasion, conducts hearings relative to the suspension or dismissal of an employee pursuant to the Charter of the City of Winona and the Minnesota Human Rights Act under M.S.A. 363.03.
