About the city manager
The city manager shall be the chief administrative officer of the city. Subdivision 1. He/she shall, subject to the merit system ordinance, appoint, suspend and remove all city officers not elected by the voters and all city employees, except the city attorney and his/her immediate staff, and as otherwise provided in this Charter.
Subdivision 2. He/she shall see that this Charter and the laws, ordinances and resolutions of the city are enforced.
Subdivision 3. He/she shall exercise control over all departments and divisions of the city administration created by this Charter or by the council.
Subdivision 4. He/she shall attend all meetings of the council, unless excused, with the right to take part in the discussion but not to vote; but the council may in its discretion exclude him/her from any meeting at which his/her removal is considered.
Subdivision 5. He/she shall recommend to the council for adoption such measures as he/she may deem necessary for the welfare of the people and the efficient administration of the city’s affairs.
Subdivision 6. He/she shall keep the council fully advised as to the financial condition and needs of the city, and he/she shall prepare and submit to the council the annual budget.
Subdivision 7. He/she shall prepare and submit to the council for adoption an administrative code incorporating the details of administrative procedure, prescribing the duties of the city clerk, city treasurer, and other subordinate officers. He/she shall from time to time suggest amendments to such code.
