Merit Board


The Merit Board was established under provisions of Section 6.03 of the City Charter and is charged with administering the City of Winona Merit System in accordance with Minnesota Statutes governing civil service municipal merit applicants, develops employment promotion and transfer eligibility lists and, on occasion, conducts hearings relative to the suspension or dismissal of any employee pursuant to the Charter of the City of Winona and the Minnesota Human Rights Act under M.S.A. 36363.03. The Human Resources Manager serves as Secretary to the Board.
