Annual Wage

$60,257 annual/$28.97 per hour starting wage.  This is a non-exempt position and qualifies for overtime.

The City offers a progressive wage scale with seven steps achievable in five years. The employee will move to step two at six months ($62,765 annual/$30.18 per hour), and step 3 at one year ($65,273 annual/ $31.38 per hour) . The current top wage for officer is $75,321 annual/$36.21 per hour.

Job Summary and Requirements

This service position performs law enforcement work such as routine patrol, preliminary investigations, and traffic regulation for the protection of life and property through the enforcement of laws and ordinances. Special assignments may be received which call upon specialized abilities and knowledge usually acquired through experience, training, or education.

Applicants do not need to be MN POST licensed or eligible at the time of the test and interview, but must be licensed or eligible by the date of conditional offer of employment. Interested persons should at least be near completion of a Professional Peace Officer Education (PPOE) at the time of application. Licensing information is available through the MN POST Board. Candidates must possess a valid Minnesota Class D driver’s license or equivalent out‑of‑state license.

About The Department

The Winona Police Department currently has 39 sworn officers consisting of a Chief, Deputy Chief, 7 Sergeants, 6 Investigators (Generals/Narcotics/School Resource), Evidence Technician, Community Liaison Officer, 2 Community Outreach Officers, and 20 patrol officers (includes one K9 handler).  Winona PD is the largest municipality in Winona County.  We encourage officers to work toward their future goals to include advancement within the department.  Officers have the ability to become instructors in a variety of areas such as Use of Force, Firearms, Taser, and EVOC.  Additionally, officers have the opportunity to join the Emergency Response Team, become Drug Recognition Evaluators, and to enhance their skills in various types of investigations (sexual assault, narcotics, etc.). 

In an effort to build upon our community policing philosophy, Winona PD recently created two Community Outreach Officer positions (Fall 2019).  The two Outreach Officers are, in part, responsible for trouble-shooting community concerns, developing relationships, and enhancing community perceptions of the police in positive and proactive ways.  The Outreach Program has had many early successes and we’re excited to see where it leads our department in the future.

Interview Information

Candidates will be notified by email or phone at least one week prior. Interviews will likely be scheduled between June 15th and 30th. The full interview process will be held on one day. The City Merit Board will review candidate information and certify the hiring list by July 10th.
