The Port Authority of Winona, is the economic development arm of the City of Winona. The Port Authority works to expand and diversify the tax base, and to create new opportunities for the growth of businesses, workforce, and housing in Winona. The Port Authority has a variety of financing tools, including a revolving loan fund, to create new economic development opportunities. In addition, the Port Authority promotes waterborne transportation.
The Port Authority is a leader in promoting development and redevelopment in the City of Winona and works with partners including the Winona Area Chamber of Commerce and Opportunity Winona.

Established in 1968, the Port Authority of Winona fosters waterborne transportation by operating two docks and the fleeting area within the Commercial Harbor and serves as the community leader for economic development activities for the City of Winona.
The Port Authority of Winona meets on the second Thursday of each month at 4:00 pm in the Council Chambers on the third floor of City Hall. The Port Authority of Winona is governed by seven Commissioners appointed by the Mayor, two of whom are City Council members.
